But if I have to make small talk with vice-ministers for an hour and a half, so does everybody else.” He snaps his fingers as if something brilliant has just occurred to him. “You should come!”

Shen Wei gives him a long, silent look for a moment, then ducks his head with a quiet huff of something that might be laughter. “You’ve made it sound so appealing.”
