Guo Changcheng was only given two orders by the Director of MPS before he was let out of the car that transported him from his office to the mission’s location.

First was that he should not completely follow Zhao Yunlan’s directions especially with how he dealt with the Enforcers assigned to him. This, Guo Changcheng believes, is an extremely odd request given that from the stories he’s heard, Zhao Yunlan is able to handle a specialized group of enforcers that only listened to him (if anything, it’d be amazing to see how he managed to do that). There are quite a few things Zhao Yunlan will accept to do when the fate of the world is in the balance. Sacrficing Shen Wei will never be one of them, for all that the android thinks it's the best option.

Shen Wei freezes time to tell Zhao Yunlan he loves him.

“Look into his mind,” Zhao Yunlan cries out. He knows he’s grasping at straws but he’s desperate. “Surely, of all the powers you have gobbled up, there must be one that allows you to look into his mind? See his memories?”

Shen Wei had always been an example of strength and control. His entire life, he had control over himself even if all else was chaos. That piece of him broke along with all the others as he watched Yunlan fall. He wasn’t the Black Cloaked Envoy, he wasn’t Shen Wei. He wasn’t anything without him.
He saw his enemy move out of the corner of his eye. Before he realised what he was doing, he acted.
